Reporting to Senior Manager, Monitoring, Evaluation and Learning (MEL), the M&E Manager is responsible for the Strategy formulation and implementation with regards to Planning, Monitoring, Evaluation, Accountability, and Learning activities in the Foundation. This includes establishing and maintaining a functional MEAL system for the Programme, through development and implementation of an organization-wide MEAL policy, guidelines and frameworks, as well as tools and procedures. The role is also accountable for oversight of Program and impact reporting, data management and knowledge management in the Program. He/she provides overall leadership, coordination, and technical supervision of the Program’s monitoring and evaluation activities as well as the development of the Program workplan.
Key Responsibilities
- Develop annual monitoring and evaluation plans for all KCBF programs.
- Provide input The M&E Manager will ensure active collaboration with program/technical managers to develop M&E tools and integrate M&E across all Program components, identify and develop the tools needed to measure program impact on youth and resilience, and manage all M&E staff and contribute to Program’s reports to the development of guidelines, policy and framework for MEAL.
- Support the design of the MEAL strategy and framework.
- Provide expertise to support field programs with execution of M&E frameworks, plans and tools and the designing and execution of research studies.
- Oversee regular field monitoring and evaluation to support implementation of systems.
- Support the development and implementation of learning programs for continuous quality improvement and impact evaluation.
- Provide regular reports on the performance and impact of the Programmes.
- Support the development and maintenance of the program management information system.
- Ensure implementation of Knowledge Management strategies in the program which includes use of project data with partners, staff, and other stakeholders to inform decision-making and to identify lessons learned and promising practices.
- Collaborate with Project team and partners to identify their M&E related needs and allocate resources accordingly.
- Ensure quality assurance is maintained at all levels of programmatic work and particularly at results level by offering technical support.
- Oversee special studies that inform project performance and management including documentation.
The Person
For the above position, the successful applicant should have the following:
- Bachelor’s degree in Any Field
- Professional Qualification in Monitoring & Evaluation/Project Management
- Master's degree Project Management/Development Economics/Related Field
- At least 5 years in Program Monitoring, Evaluation & Learning
- At least 3 years in Program/project design
- At least 5 years Grant management
- At least 5 years in Donor management & reporting
- At least 2 years in M&E Management Information systems
- At least 4 years Data management & analysis
- At least 4 years Stakeholder & relationship management
- At least 3 years People management
- At least 3 years social research
